UK Councils Intend to Sell Off Social Clubs and Leisure Facilities to Balance Books

According to a recent study of local authorities, English councils are planning to sell social clubs, athletic facilities, and shopping arcades as they bet on a rapid disposal of properties to stabilize finances.

Growing Fiscal Pressures Prompt Asset Sales

A coalition of councils for major urban areas in England reported that 60% of local authorities are intending to sell assets to cover the rising costs of social services for vulnerable individuals.

Local governments have in the past come under fire for disposing of public land and land to shore up their finances, but they contend they must proceed to generate essential revenue from asset sales or face insolvency.

The group said that a high proportion of councils seeking to generate funds from a quick sale of holdings represented “a distinct shift from 2024, when the majority (60%) of municipal officials stated they would focus on service redesigns and utilising financial reserves to manage increasing financial challenges.”

Detailed Examples of Planned Disposals

Medway Council in Kent announced its property management strategy featured the disposal of a shopping centre in Rainham and a community venue in Rochester to generate £20m over the next half-decade.

  • Gillingham golf club and commercial properties held in Worcestershire and Suffolk, which all provide rental income for the authority, will additionally be sold under the strategy.

Council Tax Rises and Broader Financial Strains

The survey of local authorities in the coalition, which includes Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of councils will need to raise local levies next spring to address the growing cost of essential services, increased rates of housing insecurity, and a persistent housing shortage.

Medway council said it will press ahead with property disposals after sharp increases in the cost of youth support, support for vulnerable learners, adult social care, and temporary accommodation.

“We are adopting innovative approaches but some of these require time to achieve both better provisions and financial savings,” stated a council leader.

He continued: “There are population challenges which will continue to add to the pressures we have. As a local government body, we had a drastic reduction in our central funding from 2010-24, which is extremely difficult.”

National Patterns and Projections

Research of county councils this week also found council budgets being stretched by the growing number of children and adults requiring special educational assistance.

The County Councils Network projected that council deficits will reach 4.4 billion pounds a year by 2029, as they grapple to cope with increased demand.

Government officials have put off scheduled changes to the Send system until next year after a white paper outlining those reforms has been postponed.

Disadvantage and Funding Shortfalls

Based on the latest indices of deprivation (the Index of Multiple Deprivation) for UK local authorities, several key cities members were among the most deprived in England.

  • “Participating urban centers like several major towns place in the most deprived 30 across the country under the 2025 deprivation indices,” said the report.

“While only one key city is in the ten most deprived for deprived neighbourhoods countrywide, cities are much more prone to be in the worst-off 20% of England. The data highlights the scale of challenges facing local leaders across major urban centers in the next twelve months,” the analysis concluded.

“Council officials have been clear about the need for a equitable and lasting financial structure that reflects and addresses the real levels of deprivation and need,” said a council leader.

“Without this, local authorities will continue to face impossible choices around which essential services to fund, and which to reduce, to the detriment of their residents.”

One in five of local authorities have reduced or weakened care services in the last year, the survey found.
